* Remove StorageScheduler.persist_flex_model, a leftover that stored soc info in asset attributes nothing reads back

The base Scheduler hook stays, as a no-op extension point for other schedulers.

* Remove the storage scheduler's soc_datetime lookup and the v1 soc attributes on test fixtures

The lookup compared a datetime to the ISO string stored since the attributes became JSON, so it never matched.
