Use bold labels for the secret-key locking subsections

The "Secret-key locking" section added to sig_stfl.md used "###"
headings for its two subsections. The document has no level-2 heading
(its sections are bold <ins> labels under a single level-1 title), so
the Markdown check failed with MD001 (heading-increment).

Use bold labels for the subsections instead, matching the document's
existing section style. Text unchanged.
