build: migrate to pnpm workspaces and changesets (#1496)

Replace Lerna and npm workspaces with pnpm workspaces, and
conventional-changelog with Changesets.

- internal dependencies use the workspace protocol
- rollup-plugin-purgecss depends on the workspace purgecss instead of ^5.0.0
- pug-lexer is a dependency of purgecss-from-pug, it is required at runtime
- declare the dependencies that were only resolved through npm hoisting
- make the jest and webpack plugin tests independent of the node_modules layout
- CI and publish workflows use pnpm and changeset publish
