feat(stack): clean up containers left by deleted stacks (CLI-2611) (#7017)

## TL;DR

reaps the containers a stack leaves behind once its directory is deleted

## whats introduced?

the orphan sweep now removes containers labelled with its state root
whose stack is no longer registered

`stack destroy --stack-id <full id>` removes them on demand, also for a
deleted `SUPABASE_HOME` when run with that home
the shared database volume is left as is
