ci(repo): auto-approve bot PRs with supabase-oss (#7015)

Every PR a bot opens against `develop` (Dependabot, the release app's
sync and stack pickup PRs) is now assigned to and approved by
`supabase-oss` and set to auto-merge by a single `bot-pr-auto-merge.yml`
workflow, so green required checks and the merge queue are the only
gate.

- `bot-pr-auto-merge.yml` runs on `pull_request_target` without checking
out PR code, and acts only when both the PR author and the event sender
are Dependabot or the release app (other apps that open PRs here, such
as coding agents, still need a maintainer), the head branch is in this
repository, the PR is not a draft, and it is not a `release-notes/` PR
(those are published by a maintainer approval and must never merge). The
`supabase-oss` token stays in the develop-only `auto-approve`
environment.
- It replaces the Dependabot-only `automerge.yml` and the
approve/auto-merge steps in `api-package-sync.yml`,
`cli-go-api-sync.yml`, and `slim-release-published.yml`, none of which
need the approval token anymore.
- CODEOWNERS lists `supabase-oss` as a co-owner of only the files bots
update (workflow files, dependency manifests and lockfiles, Go modules,
service Dockerfiles, the artifact catalog, and the generated API clients
and their OpenAPI snapshots), replacing the ownerless rules there. Human
PRs touching those paths need CLI team review again, and human commits
pushed onto a bot PR that touch anything else still need it too. The AI
review and infra workflows stay maintainer-only.
