fix: correct cuda alignment of USizeVec2/ISizeVec2 on 32-bit (#900)

- The `cuda` alignment of `USizeVec2`/`ISizeVec2` was hardcoded to 16
bytes, assuming a 64-bit target. On 32-bit targets (4-byte `usize`) the
8 byte type was padded to 16 bytes.
- `bytemuck::Pod` (`E0080`) and `zerocopy::IntoBytes` (`E0277`) reject
padding, so `--features bytemuck,cuda` (and `zerocopy-08,cuda`) fails on
any 32-bit target, e.g. `i686-unknown-linux-gnu`.
- Use `align(16)` on `target_pointer_width = "64"` and `align(8)` on
`"32"`, so the layout matches the pointer size and the derives compile.
- Add the `cuda` feature set with all optional dependencies to the i686
CI run. The existing `std all-types cuda` set had no dep features, which
is why the derive failure went untested.
