Trim down IBMIntegrationJobTestCase state (#3430)

### Summary

Revise `IBMIntegrationJobTestCase` in order to reduce state and prepare
for `pytest`:
* tweak `_run_program`, renamed to `submit_bell_job`: remove unused
parameters, unused branches, merge `inputs` with `backend`
* removed some items in `setUpClass` (sim backends are actually test
backends, no need for `channel`, `log`)
* remove the `run_integration_test` decorator, as `self.service` is
already present as `cls.service`
