feat(conventional-changelog-writer,git-client): replace `semver` with `verkit` (#1555)

verkit follows node-semver semantics with typed, ESM, zero-dependency functions, so
`@types/semver` goes away too.

Two call sites cannot be swapped by name. `getPrerelease` returns an empty array for a
stable version where `prerelease` returned `null`, so `isPrereleaseVersion` uses
`isPrerelease` instead. And verkit takes a value that is not a string for an already parsed
version, which makes `isValid(undefined)` true, so the writer checks that the version is a
string before it validates it.
