llvm: Add infrastructure to track Parameter values used in compilation (#3670)

Add `get_value_for_codegen()` that uses the most recently used Context
and marks the Parameter as used in codegen.
Convert all uses of Parameter values during structure construction or
code generation to use the new method.
Add a check that only Parameters with raw values (no getter) are used
during compilation.
Add a check that Parameters are not both used at compilation time and
execution runtime.
Update `Parameter._set_value()` to flush all cached compilation state on
updates to Parameters used in compilation,
unless the update is setting a previously returned fallback value for a
specific context.
