fix(cli): prune migra cache on `stop --no-backup` (CLI-2613) (#6982)

## TL;DR

fixes `stop --no-backup` leaving the
`supabase_edge_runtime_<project_id>` volume behind after a migra `db
diff` or `db pull`

## what got missed?

since the native `db diff` and `db pull` port in v2.108.0, `docker run
-v` created the migra Deno cache volume with no labels

`stop --no-backup` prunes volumes by project label, so it skipped this
one and still exited 0

## sorted by:

creating the volume w the `com.supabase.cli.project` and
`com.docker.compose.project` labels before the migra run, like `start`
and the old Go CLI did, so `stop --no-backup` removes it

it is skipped under Bitbucket Pipelines, which drops the mount

> tho volumes already left unlabeled by older versions still stay that
way and need a one time `docker volume rm` to clear them
