fix(cli): print gateway urls when `api.enabled` is false (CLI-2616) (#6986)

## TL;DR

fixes `status` and the `start` summary dropping `API_URL`,
`FUNCTIONS_URL` and `MCP_URL` when `[api] enabled = false`.

## what's missing?

`start` runs Kong whatever `[api] enabled` says, since that setting only
gates PostgREST.

`status` still read it as Kong's switch, so with `[api] enabled = false`
or `SUPABASE_API_ENABLED=false` it hid `API_URL`, `FUNCTIONS_URL` and
`MCP_URL` even though Kong was serving auth there.
- same class as https://github.com/supabase/cli/issues/5332, reached
through the api setting instead of `-x postgrest`.

## now fixed by:

gating the gateway urls on Kong's own exclusion, the same way `start`
does
only `REST_URL` and `GRAPHQL_URL` still follow `api.enabled`.
