[ADDED] TLS for leafnode remote https proxies (#8701)

Adds TLS support for leafnode remote proxies using `https://`,
configured with an optional `proxy { tls {} }` block (system roots by
default). Previously only plain HTTP proxies worked.

Also:
- Proxied `nats://` remotes no longer warn that the proxy is ignored,
and the hub's `INFO` is no longer lost when the proxy sends it together
with the `CONNECT` response.
- Proxy options without a proxy `url`, and `tls` options that don't
apply to the proxy connection, are rejected.

An `https://` proxy URL pointing at a plain HTTP proxy now fails the TLS
handshake; use `http://` instead.
