Publish the container image from CI after tests pass

container.yml is now a reusable workflow. integration.yml calls it after
every check passes, building on all branches and PRs (so a broken
Dockerfile fails CI) and pushing to ghcr.io from main. release.yml calls
it after its integration run to push version tags. Previously a tag push
built and published without waiting for tests, and workflow_run builds
tagged the image with the default branch's SHA rather than the tested
commit.

The go:generate directive now runs a pinned oapi-codegen with `go run`,
because the image build doesn't install mage's tools and failed at
go generate. The image also exposes 8080 and logs JSON by default.
