Enable SIXEL images where VTE supports them

VTE draws SIXEL images only when it was built with them and the
terminal turns them on. Terminals now turn them on when
vte_get_feature_flags() reports SIXEL support, and the app logs at
startup whether it's available. The API appeared in VTE 0.62, so the
calls are guarded by VTE_CHECK_VERSION and report no support on older
VTE, as on RHEL 8 (checked against its VTE 0.52).

None of the packaged distributions builds VTE with SIXEL today (Ubuntu
24.04 and 26.04, RHEL 8 and 10), so nothing changes there yet; the
README says so.
