perf(cypher): reuse predicate handlers and folded clock scanning

Share immutable comparison/null handlers across binding compilation and row plans. Preserve unknown through NOT and remove private comparison execution. Hoist complete plans before clock scanning and eliminate lowercase copies with a byte-prefix gate.

Regression-first null controls, both parser reference matrices (4292 comparisons), official TCK (7794 outcomes/parser), repository correctness, races, vet, build and strict Docs pass. Row comparison is about 12% faster; clock scans improve 17-69% with zero allocations; compiled join remains within baseline variance.
