fix(cypher): decay functions run in statements; clock calls in WHERE read one instant (#871, #866, #872)

The function catalog didn't list decayScore, decay and policy, so the
statement validator rejected every documented decay query as calling an
unknown function. They are listed now, with reveal.

A WHERE predicate evaluated its operands without the statement context, so
each temporal clock call read the current time and WHERE datetime() =
datetime() dropped every row. A row predicate that reads the statement's
clock now binds the statement context, as a projection does, and the row
evaluator's fallback keeps the statement's time.

The decay functions score at the statement's clock instead of reading the
time per call, so decayScore(n) = decay(n).score holds within a statement.
