docs: GenerateIDRFromPlane in the changelog, README and roadmap

The README gains a PlaneGrid example next to the GenerateIDR one. That example parsed the grid AB,CD but defined colours only for A and B, so GenerateIDR returned "no color defined for character C"; C and D are defined now, and the new snippet decodes to four distinct quadrants.

Roadmap 4.3 and its entry under what is left said 8x8 content needed PlaneGrid threaded into GenerateIDR. That library half is done; what remains is hi265gen building a PlaneGrid and its raw output paths writing from it. 4.3 also records the coverage check and block-size refusal found in review.
