docs(changelog): the 0.5.0 limitations said tiles were unsupported

The Known limitations list was written for 0.1.0 and carried forward untouched.
Its first bullet — 'Tiles are not supported: the entry point offsets parse, but
tile scan order and per-tile CABAC reset are not implemented' — is exactly what
this release implements, in internal/tiles, pinned by 8 test vectors. Shipping
it would have had the release contradict its own Added section.

Consolidating the duplicate headings is what surfaced it: the claim ended up
next to the feature that refutes it.

The other three bullets are still true and were checked against the code rather
than assumed, but two understated things: an inter picture and an unsupported
bit depth are now refused with a message naming what stopped them, not decoded
into a plausible wrong picture. Added the coding tools that are refused rather
than implemented, which the list never mentioned.
