test: correct the specification: every member has an email (#57)

Found on the tablet: Unity requires a personal email on every member, and
so does the tablet's own member form. The specification, the domain model
and several code comments said a phone-only member was normal and that the
contact gate let them through. The rule does accept a phone alone, but the
case never occurs; what actually stops a registration is a group with no
GSR at all.

- domain-model.md: "contactable" in practice means "there is a GSR"; the
  email paragraph no longer calls a member without an address normal.
- RegistrationGate.feature: a scenario for a group with no GSR, and a note
  that the phone/email outline describes the rule, not the data.
- Attendance and Compliance: the no-email scenarios stay, renamed and
  described as guards.
- OnDevice.feature: the step-one criterion becomes "a group with no GSR"
  (Yes disabled, Sign-up offered), as checked on the TB330FU; the stand-in
  criterion becomes a scenario of its own.
- AttendanceService, ComplianceService, RegistrationGate: comments now
  call the no-email skip a guard rather than a normal case.

No behaviour changes.
