fix(cypher): route a top-level UNION before the async CREATE fast paths (#781)

On the server's storage stack an auto-commit node-only CREATE takes the
async fast path (tryAsyncCreateNodeBatch), which ran before the top-level
UNION routing in executeWithoutTransaction. A UNION whose first branch is
a CREATE then ran that branch for the whole statement: with mismatched
columns it wrote the node and returned 'x UNION RETURN 2 AS y' as a
column, and CREATE … FINISH UNION … wrote an extra unlabeled node.
Explicit transactions were right because they never take the fast path.

topLevelUnion is the one check that a statement is a top-level UNION;
executeImplicitAsync skips the async CREATE routes for it, and
executeWithoutTransaction routes it to executeUnion as before.
