cleanup: drop unused accessors and copied tests (#411)

Remove functions nothing in the compiler or the tests calls.
FunctionSpecifier no longer stores a source location, because
getContext was the only reader. inline and noreturn still pop
the terminal.

Drop three functional tests that repeat a pin already covered
elsewhere. The remaining pins are unionBraceInitializesFirstMember,
logicalNot, and escapingPointerEscapesItsTarget.
