Use EncodedName for IMAP parent folder lookups

ImapEngine.RequiresParentLookup() used to find the parent folder by
splitting the decoded FullName at the last directory separator and then
re-encoding the parent portion with EncodeMailboxName(). However, the
folder cache is keyed by the encoded name exactly as sent by the server,
and the decode/encode round-trip is not guaranteed to reproduce that
encoding (e.g. raw 8-bit names, non-canonical modified UTF-7 such as
"&AGE-" for "a", or invalid modified UTF-7 which ImapEncoding.Decode()
passes through as-is). In those cases, the cache lookup missed, an extra
LIST command was sent for a mailbox name that doesn't exist, and the
folder ended up with a phantom \NonExistent parent.

The parent's encoded name is now derived directly from the folder's
EncodedName. Directory separators used by real-world servers ('/', '.',
'\') are never part of a modified UTF-7 base64 sequence, so a simple
LastIndexOf() is sufficient.

Added TestGetFoldersNonCanonicalEncodedNames[Async] (which fail without
this fix) and a Bug Fixes entry to ReleaseNotes.md.
