Check coverage against the floor in CI (#904)

Propagated from django-marina, which is the canonical source for ci.yml.
See zostera/django-marina#688 for the reasoning.

CI ran `coverage run` and never `coverage report`, so a package that set
fail_under could only fail on a developer's machine. The step is the same in
every package; what differs is whether a package has a floor for it to
enforce.
