workflows/*: fix zizmor pedantic findings in hand-maintained workflows

Wiswa does not generate the Build, CodeQL, Flatpak, GitHub Pages,
Gentoo ebuild, Release, Snap, and Tests workflows. Apply the patterns
of the generated workflows to them. Every job has a name. Tests and
CodeQL cancel superseded pull request runs; the build, Flatpak, Snap,
Release, and ebuild workflows queue their runs. The GitHub Pages and
Release workflows grant permissions on the job instead of the
workflow, and CodeQL grants none at the workflow level.

The Flatpak container image is pinned to the current digest of its
kde-6.9 tag. Dependabot does not update the digest.

The PowerShell steps of the MSYS2 job declare their shell, which
matches the Windows default, and the ebuild workflow checks that cd
succeeds. The run scripts pass shellcheck.

The ebuild workflow still uses peter-evans/create-pull-request
(superfluous-actions). It pushes from a shallow gentoo/gentoo checkout
to the Tatsh/gentoo fork, and a git and gh replacement for that push is
not verified.
