project: remove the ineffective publish_winget override

The override set github.publish_winget, but the setting Wiswa reads is
github.workflows.publish_winget, so nothing consumed it and the
generated workflow has always used the defaults. It looked like the
identifier and the retained version count were configured here when
they were not.

The defaults already produce the values the workflow has been running
with, Tatsh.hwview and 3, so removing the block leaves the generated
output byte for byte the same. The half-written 'Tatsh.' identifier and
the count of 1 never applied and are not reinstated at the correct key,
since that would change what gets published.
