Write websocket messages with the response JSON options

The websocket transport encoded each payload with the response JSON
options and then handed the {type, id, payload} envelope to
WebsocketConn.WriteJSON, which re-encoded the payload with whatever the
connection used. With encoding/json/v2's defaults set, the bundled
coder/websocket connection escaped the HTML characters in the payload
again.

Add an optional WebsocketMessageWriter interface with
WriteMessage([]byte) error. When a connection implements it, the
message exchangers encode the envelope themselves with the executor's
options and write the bytes; other connections keep getting WriteJSON,
so custom WebsocketImplementations keep working unchanged. The bundled
coder/websocket connection implements it, and its WriteJSON now encodes
with the default response options instead of encoding/json.Marshal.
