workflows/clang-format: run the clang-format version pinned in pre-commit

The workflow ran clang-format from the runner image (18.1.3 on
ubuntu-latest), and the mirrors-clang-format pre-commit hook pins
v23.1.2. The two versions format some constructs differently, and code
accepted by the hook could fail in CI.

Read the rev of the mirrors-clang-format hook from
.pre-commit-config.yaml with yq and run that version from PyPI with
pipx run. Run the workflow when .pre-commit-config.yaml or a .mm file
changes as well.
