Validate AnnotationAttribute specifiers according to rfc5257

The AnnotationAttribute (string) constructor previously only rejected
'*' and '%'. It now validates the attribute name according to rfc5257,
section 3.2, and throws ArgumentException if the name:

* is empty (e.g. ".priv" or ".shared"),
* contains an empty component (a leading or trailing '.' or "..")
* contains NUL or non-ASCII characters, or
* contains a "priv" or "shared" component other than the trailing
  scope suffix (e.g. "priv", "vendor.shared.value", "value.priv.priv").

Attribute names remain case-sensitive, so components such as "Priv" are
allowed.

To remain lenient with nonconforming servers, the IMAP ANNOTATION parser
now uses a new internal non-validating constructor so that a single
malformed attribute name in a server response doesn't cause the entire
response to fail to parse.

Also added the breaking change to the preliminary 5.0.0 release notes.
