Tatsh
workflows/*: publish to WinGet and MSYS2 after Release publishes

Both publishers required the completed Release run to be a push on a v*
branch. Release runs from workflow_run on the default branch, and every
WinGet and MSYS2 update was skipped.

Set want_msys2 and the publish_msys2 package and fork settings in
.wiswa.jsonnet, and render both workflows from Wiswa 43c746c. Each job
now finds the v* tag that points at the head commit of the Release run
and continues only when its release is neither a draft nor a
prerelease. WinGet also requires an installer asset.

Move publish_winget under github.workflows. The template ignored it
under github, and the identifier Tatsh.BPMDetect and the limit of one
retained version were never applied.

The template default for the dangerous-triggers ignore list now
includes publish-msys2.yml, and the duplicate entry in .wiswa.jsonnet is
removed. zizmor.yml is unchanged.
