workflows/cmake: check release binaries for debug runtime linkage

The Release Windows packages and plugins from the MSYS2 jobs must not
require the debug C runtime (VCRUNTIME140D, ucrtbased, and similar).
Most users do not have the debug runtime installed. Scan the installed
DLLs and executables, and the CLAP and VST3 plugins when the job builds
them, for each Release build and fail the job when a debug runtime
marker appears.

The Release jobs already configure with CMAKE_BUILD_TYPE=Release. The
scan detects a regression in the build type or in the libraries the
packages bundle.
