workflows/publish-winget: publish after Release publishes

The check job required the completed Release run to be a push on a v*
branch. Release runs from workflow_run on the default branch, and every
WinGet update was skipped.

Render the workflow from Wiswa 43c746c. The check job now finds the v*
tag that points at the head commit of the Release run and continues
only when its release is neither a draft nor a prerelease and has an
installer asset.

Add publish-msys2.yml to the dangerous-triggers ignore list in
zizmor.yml to match the template default. Publishers start from the
Release workflow_run because Release publishes with the built-in token,
and a release published with that token does not start release events.
