workflows/cmake: build Release binaries

The configure step did not set CMAKE_BUILD_TYPE. Ninja is a
single-config generator and ignores the --config option given to
cmake --build, so the Debug and Release matrix entries produced the
same binary with an empty build type. The hello-world-efi EFI image and
ISO attached to each tagged release came from that build.

Pass the matrix build type to the configure step. Release assets are
now compiled with the Release flags.
