workflows/*: publish to WinGet and MSYS2 after Release publishes

The WinGet check job required the completed Release run to be a push on
a v* branch. Release runs from workflow_run on the default branch, and
every WinGet update was skipped. The MSYS2 workflow started on the
release published event. Release publishes with the built-in token, and
a release published with that token does not start release events.

Set want_msys2 and the publish_msys2 package and fork settings in
.wiswa.jsonnet, and render both workflows from Wiswa 43c746c. Each job
now starts from the Release workflow_run, finds the v* tag that points
at the head commit of the run, and continues only when its release is
neither a draft nor a prerelease. WinGet also requires an installer
asset.

Add publish-msys2.yml to the dangerous-triggers ignore list in
zizmor.yml to match the template default for workflow_run consumers of
Release.
