workflows/cmake: release only Release builds

Tag builds uploaded the Debug packages of the MinGW cross, macOS, and
MSYS2 jobs to the GitHub release next to the Release packages. Restrict
the upload step of each job to the Release matrix entry.

The cross and MSYS2 jobs built the bundled unshield library as Debug
for every matrix entry, and the Release executable linked it
statically. Build unshield with the matrix build type instead.

Add a scan step to the Windows Release jobs that extracts the packaged
ZIP and fails when an executable or DLL references a debug runtime
(VCRUNTIME140D, ucrtbased, and similar markers).
