workflows/publish-gallery: publish only for a published release

The publish job ran whenever a Release run concluded with success. A
Release run that does not publish a release cancels itself with
`gh run cancel ... || true`, and the gallery workflow relied on the
cancellation to avoid publishing. When the cancellation fails or loses
a race, an ordinary master push concludes with success and the module
is uploaded to the PowerShell Gallery.

The check job now looks up the non-draft v* releases and resolves each
tag to its commit. The publish job runs only when one of them points at
the commit of the triggering Release run. Ordinary pushes have no such
release and are skipped.

The trigger stays `workflow_run` on Release. Release publishes the
draft with the workflow token, and events created with that token do
not start a `release: published` workflow.

The checkout now uses the release tag instead of the default branch
head. The uploaded module is then built from the released commit.
