workflows/*: check release binaries for debug runtime linkage

The Release MSVC packages and the PowerShell Gallery module must not
require the debug C runtime (VCRUNTIME140D, ucrtbased, and similar).
Most users do not have the debug runtime installed. Scan the installed
DLLs and executables of each Release MSVC build, and of the module
before it is published, and fail the job when a debug runtime marker
appears.

Both paths already build the Release configuration of the Visual
Studio generator. A regression such as a missing --config Release
would link the debug runtime, and the scan detects it.
