Swap in the final colour mascot and make the sprout bulb the mark (#528)

* feat(client): put the colour mascot in the handoff slots

Adds the Mascot component and wires the idle, greeting, empty-handed and
sprout sprites into the header, home, login, callback and ask card.

* feat(client): give the welcome card the signed-out hero's layout

The signed-in card was a centred navy hero while the signed-out one is a
paper card with copy on the left and a big mascot on the right. Both now
share the paper layout, with the cheering pose at 280px.

On mobile the primary button goes full width and Copy link / Share split
the row below it as equal halves; before, all three stacked at ragged
content widths. Card padding drops to 20px on phones so "Copy link" no
longer truncates at 390px.

* feat: make the sprout bulb the mark everywhere

The interim "k" tile was drawn from an outline in brand.json by five
renderers. The bulb is a raster, so the outline goes and every copy now
comes from scripts/mascot_assets.py:

- favicons and app icons; the iOS and maskable ones sit on a paper plate
  since both platforms fill transparency
- client/public/mark.png, the 512px master (replaces mark.svg)
- brand.json's markDataUri, which the server question images and the
  opengraph-service template inline because html-to-image fetches
  nothing mid-render

favicon.svg and mark.svg go, the favicon cache-buster moves to v4, and
the mark tile tokens and their contrast case are removed. og.png is
re-shot with the bulb, which also fixes its stale fragen.navy chip.
Docs now describe the bulb and the script instead of the tile.

* style(client): run prettier over index.html

It predates the format check and was the one file failing it. Whitespace
and attribute wrapping only.

* fix(client): centre the welcome greeting on mobile

The mascot above it is centred and the buttons below run full width, so a
left-aligned two-line heading was the one thing off-axis. Desktop keeps it
