transport(sync): keep partial frame bytes across read timeouts (#892) (#909)

read_exact dropped bytes consumed before the sync socket's 1 s read
timeout, and the dispatcher treated the timeout as idle, so a frame
straddling it desynced the stream permanently and silently.

- FrameRead: timeout before a frame's first byte stays idle; after it,
  timeouts are waited out with progress kept
- no progress for MID_FRAME_STALL (30 s, counted in read timeouts) ->
  InvalidFrame -> reconnect
- raw capture byte-exact for split frames
- tests: scripted reader cases, real-socket repro, shutdown mid-frame
