Build packages without stamping version control information

Integration CI builds the extracted PPA source package inside the git
checkout, where go build found the parent .git and failed to read its
status ("error obtaining VCS status"). Launchpad's builders have no
.git, but the packages shouldn't depend on where they're built:
-buildvcs=false in the Debian rules and the RPM spec.
