Sign PPA uploads with the shared Launchpad key

PPA uploads are now signed with the user's shared Launchpad key
2A128435A6FE8BD751AA578720959AB807096ADB, which the repository's
secrets and fingerprint variable now hold, with the user's approval
(recorded in CLAUDE.md). The project's own key 4EE96BF5... is no longer
used; it stays in the keyring. COPR signs RPMs itself and needs no key.

The README's one-time setup refers to the shared key by fingerprint,
looks its passphrase up with secret-tool by fingerprint, and drops the
steps that generated a project key. A manual "Package signing check"
workflow imports the key as the release does, signs both suites'
source packages and verifies the signatures, without uploading.
