Don't capture panes on RHEL 10's crashing tmux

RHEL 10 ships a pre-release git snapshot of tmux (3.3a-13.20230918git,
reporting next-3.4) whose capture-pane corrupts the heap and aborts in
free(), killing the server and every session on it. Save Scrollback
would do that. CaptureHistory now checks the server's #{version} first
and returns ErrCaptureCrashes for that build, which the UI reports, and
the tests accept that on it. CI's EL10 job found this.
