Build and publish packages for Ubuntu 24.04 and 26.04 and RHEL 8 and 10

The release workflow now also builds RPMs for RHEL 8 and 10 in Rocky
Linux 8 and AlmaLinux 10 containers on amd64 and arm64, uploads a
signed Ubuntu 26.04 source package to the PPA for Launchpad to build,
and publishes signed dnf repositories, with .repo files, beside the
APT repository on GitHub Pages. A composite action imports the signing
key and caches its passphrase in gpg-agent for gpg, rpmsign and
debsign. Integration CI builds the RPMs and builds the PPA package the
way Launchpad does.

Older GTK libraries are detected with pkg-config and selected in gotk3
with build tags (glib_2_56, gtk_3_22, pango_1_42, cairo_1_15 on RHEL
8). VTE before 0.54 leaves a new pty locked, so it's unlocked before
the client opens it.

The README has install instructions for each release, the Launchpad
setup, the license, and a screenshot of the app running on a GNOME
desktop.
