feat: align with Motion 13.5.1 and honour inherit={false} (#495)

* docs: pre-flight Motion 13.5.1 plans against the published release

13.5.1 is on npm (14.0.0 too, out of scope). Expect motion-utils to
stay 13.5.0 under upstream's new exact pins; note the extra v13.5.1
compatibility fixes that arrive with the bump.

* chore: update motion and motion-dom to 13.5.1

- motion/motion-dom ^13.5.1 (motion-utils stays 13.5.0 under upstream's
  exact internal pins); lockfile changes only the motion family
- Pin svgEffect's new routing: non-CSS transform/origin keys (scaleX,
  originX) are written as CSS, not SVG attributes; x and attrX are
  controls. Fails on 13.5.0, passes on 13.5.1
- Retire the getBaseTarget parity tests: 13.5.1 removes the method from
  its types, so they can never run; value tests keep resolveBaseTarget
  pinned. baseTarget/initialValues stay internal, so the cast stays

* feat: honour inherit={false} on motion elements

inherit={false} now stops an element, and its descendants, from
following the parent's variant changes, matching Motion 13.5.1
(b63833cb0). Forward inherit to the VisualElement so motion-dom's
variant-tree walk and makeLatestValues see it, and sever both label
channels (inherited animate store and initial context) for opted-out
nodes. Typed and documented; ports upstream's four tests as e2e plus a
control that must follow the parent.
