fix: Refuse a second page at the root route

Claim GET /{$} for PageIndex in the route conflict check, before any
other page. PageIndex is registered at the catch-all GET /, and
another page at / gets GET /{$}, which net/http accepts as the more
specific pattern and routes every request for / to:

    // PageIndex is /
    type PageIndex struct{ App *App }

    // PageHome is /
    type PageHome struct{ App *App }

datapages lint and gen pass this, and the server renders PageHome at /
while PageIndex never renders. Report it as a conflict on PageHome.
