[protoutil] Export an envelope helper that accepts a signature header

#### Type of change

- New feature

#### Description

- Export the private `createSignedEnvelopeWithTLSBinding` as `CreateSignedEnvelopeWithSignatureHeader`. It uses the given signature header as is, so a caller can sign a nonce it did not draw itself, e.g., a server-issued authentication challenge.
- It takes a `SignedEnvelopeParameters` struct instead of eight positional arguments. `CreateSignedEnvelopeWithTLSBinding` and `CreateSignedEnvelopeWithTLSBindingWithIDOfCert` call it with unchanged behavior.
