chore: configure commitlint for the commit-msg hook

The commitlint hook had no configuration, so it rejected every message ("Please add rules to your commitlint.config.js"). It was also never installed, since pre-commit install only sets up the pre-commit hook type by default.

.commitlintrc.yaml extends config-conventional with three rules off: body-max-line-length and footer-max-line-length, since bodies are often unwrapped paragraphs, and subject-case, since subjects may start with an identifier such as CloneBox. Of the last 200 commits on master, 191 pass; the others have no type or an unknown one.

config-conventional is pinned to 19 to match the commitlint CLI 19.8.1 that hook rev v9.18.0 ships. The unpinned 21.x has a parser preset that CLI 19 cannot read, so headers with a breaking-change marker such as feat(av1)!: failed. default_install_hook_types makes pre-commit install set up the commit-msg hook too.
