Improve `VM.possible_hosts` calculation (#7289)

When debugging evacuation planning failures, we saw the following case:

1. HostA was showing in the to-be-evacuated VMs' `possible_hosts` field
2. But HostA was not considered a target host for an evacuation since it
   had an older version than the source host
   (determined in `Xapi_host.compute_evacuation_plan_no_wlb`)
3. Exclusion of HostA from the target list led to the
`NOT_ENOUGH_MEMORY` error,
   which did not make sense from the user perspective

Allow this situation to be more easily observable by including the check
for
the host version in `get_possible_hosts`, this way the
`VM.possible_hosts` field will
correctly represent the target hosts considered for evacuation.

For this purpose, factor out the version checking logic to re-use it in
similar functions.
