Publish the device on connect only in daemon mode

Review: add-provider / del-provider / del-all-providers connect through MQTTCloudAgent too. Since the state is republished on every connection, their connect created the device's retained topics; with the provider's daemon down nobody removed them and the web UI kept an empty "Cloud status" device. The commands still publish the providers list explicitly.
