* Hot-reload frpc on tunnel config changes (CLOUD-725)

When the cloud sends restart=false, apply the config with frpc reload instead of restarting the service, so open cloud sessions survive adding or removing a service; payloads without the flag (older clouds) restart as before. The agent enables the frpc admin API itself: the first free localhost port from 7106-7115 (one per provider, kept between restarts), the connection token as the password and a root-only frpc.conf. A restart now stops frpc, resets the systemd start limit, probes the port and only then starts; without a free port frpc runs without the admin API.
