* fix(ereal): guard VerifyReach on max_safe_limbs where long double is double

api/limb_types.cpp instantiated ereal<24, long double> (and ereal<64, long double>
at level 2) behind only an is_expansion_limb_v check. On Apple ARM64 and MSVC,
long double is double -- a valid limb, but max_safe_limbs is 19 -- so the class's
static_assert fired and the file failed to compile. Guard inside VerifyReach<N>
on ereal<8, long double>::max_safe_limbs < N, as the other #1574 sites do; the
condition depends on N, so the discarded branch is never instantiated.

* fix(ereal): scale the long double sqrt(2) target to the limb type

precision_digits.cpp wanted 300 digits from ereal<8, long double>, which
assumes the 64-bit x87 limb: a 16-limb budget of 64 bits is ~308 digits.
Where long double is double (Apple ARM64, MSVC) the budget is 16 * 53 bits,
~255 digits, so the check failed at 257 though nothing was wrong. Derive the
target from limb_budget * digits, less an 8-digit margin; on x87 that is
still exactly 300.
